HBLB Publishes Impact Assessments on Two Initiatives
The Horserace Betting Levy Board (HBLB) today publishes a new impact assessment report, produced in partnership with Benesys Impact Consultancy. The report, available here, evaluates the outcomes of two HBLB-funded initiatives; Retraining of Racehorses’ (RoR) Education Programme and National Racehorse Week delivered by Great British Racing (GBR).
The assessment provides a clear overview of each grant-funded project, outlining the rationale for investment, summarising key activities and evidencing the resulting outcomes and wider impact.
Commissioning the report aligns with the HBLB 2025-2028 Business Plan which commits to “conduct impact assessments of two non-fixture related grants to assure delivery and provide evidence on social and wider impacts.”
Key findings include:
- National Racehorse Week:
Supported by HBLB since its launch in 2021, the initiative has created more than 65,000 free opportunities for the public to engage directly with racehorses. The report highlights that this engagement has helped reduce welfare-related concerns and strengthened public understanding and connection with the sport.
- RoR Education Programme:
HBLB has contributed funding to the programme since 2022, supporting owners in safely transitioning racehorses into second careers. In 2025, RoR delivered 264 education events to 2,808 participants, demonstrating racing’s ongoing commitment to responsible aftercare and addressing public expectations around equine welfare.
