Judicial Review: Judgment
Paul Lee, Chairman of the Horserace Betting Levy Board, today commented on the High Court judgment in which the Board was defendant.
He said: “I am pleased with the judgment in the Board’s favour. It justifies the result which was reached last year by a number of Board members that customers of betting exchanges (acting in that capacity) do not constitute leviable bookmakers under the Betting, Gaming and Lotteries Act 1963.
“I would like to give sincere thanks to the Board’s executive team and our legal advisors, Herbert Smith, for their extensive work since the beginning of the Board’s betting exchanges consultation exercise in 2010, and to Lord Pannick QC, Michael Fordham QC and Fraser Campbell for their representing us.”
