HBLB's Board has seven members and its composition is determined by the Betting, Gaming and Lotteries Act 1963 (as amended). The Chairman and two other members are appointed by the Secretary of State for Culture, Media and Sport. The Jockey Club appoints three members. The Betting and Gaming Council (as successor to the Association of British Bookmakers and the Remote Gambling Association) appoints one member.
