Invitation to tender for the provision of Human Resource (HR) services
The Horserace Betting Levy Board (HBLB) is currently inviting tenders for the provision of HR services to the organisation.

Please read the tender procedure instructions and information (below) carefully. Failure to comply with the instructions may invalidate your tender which must be returned by the date and time given below.

Procurement Documents
There are no additional procurement documents beyond the information provided on this page and any other information generally available on our website.
All interested parties will be expected to draft a proposal that addresses the requirements and criteria set out on the relevant Find a Tender notice and on this page.
Contract Period
- The contract is to be for a period of three years, with an option to extend for a further 3 years subject to the agreement of HBLB.
Incomplete Tender
- Tenders may be rejected if the information asked for in the tender requirement is not provided.
Receipt of Tenders
- Tenders should be provided by e-mail to andrew.smith@hblb.org.uk and the receipt of each tender will be acknowledged.
- Tenders will be received up to 11.59pm on Thursday 7th November 2024. It is the responsibility of the tenderer to ensure that their tender is delivered by this time; late tenders will not be considered.
Confidentiality of Tenders
- Please note the following requirements. You must not:
a) Tell anyone else what your tender price is or will be, before the time limit for delivery of tenders.
b) Try to obtain any information about anyone else's tender or proposed tender before the time limit for delivery of tenders.
c) Make any arrangements with another organisation about whether or not they should tender, or about their or your tender price.
- Failure to comply with these conditions may disqualify your tender.
Acceptance of Tenders and Evaluation Criteria
- By issuing this invitation HBLB is not bound to accept any tender.
- Your capability to perform the contract will be evaluated using the selection and award criteria set out in the published tender.
Debriefing
- Following the award of contract an anonymised debriefing will be provided to all unsuccessful parties that submitted a tender.
Tender Period
- Due to the evaluation process, HBLB requires tenders to remain valid for two months.
Basis of the Contract
- Delivery of service as specified. Bidders are expected to make realistic assessment of the methods and resources needed to provide the specified service.
Freedom of Information
- HBLB is subject to the Freedom of Information Act 2000 (FOIA). All FOIA requests for information will be dealt with according to Government’s Freedom of Information Code of Practice.
